Who issues building permits in Valley Center?

Our shop and millwork floor are on East Kellogg in Wichita, a straightforward run south of Valley Center. Close enough to be on site the same day when a decision is needed, and close enough that our cabinetry does not sit in a queue.
Can you do the remodel and the cabinetry together?
That is how we normally work. Demo, plumbing and electrical coordination, drywall, cabinetry, counters, and finish work run under one contract, with the cabinetry built in our shop rather than ordered from a supplier.
